The Ishtar Center for Democracy Support held at its headquarters in the holy city of Najaf an open panel discussion under the title:
Iraq between state and non-state
The head of the Iraqi Al-Wafa Movement, Dr. Adnan Al-Zarfi, hosted in it, in the presence of both young people and academics. The discussion was carried out at length with many important files, most notably:
-The upcoming elections and the accompanying security file
-The role of political elites in saving the democratic experiment from a state of no state
-The role of civil institutions in pressing for maturity and evaluation of experience.

The main outcomes of the session were:

    1. The political system after 2003 is based on conspiracy among the components and poles of this system, and it cannot be reformed except by changing the rules of operation of the political system
    2. Practicing political action in a diverse societal way is a necessary need to bring about change.
    3. The necessity of delivering and supporting the largest number of deputies who believe in the state is the only solution capable of bringing about real change in the political system.
    4. It is not possible to isolate Iraq and its political decision from the global and regional decisions, and the majority of decision-makers support the opening of Iraq to the world.
    5. The political system created a set of illusory events to keep the citizens preoccupied with the basic and important goals of the state, which made the non-state forces achieve their goals easily in Iraq.
    6. Some forces participating in political action moved and affected public opinion in a negative way.
    7. Proceeding with elections and the means of democracy is the only path to strengthening the state and isolating the non-state.
