The Ishtar Club of the Ishtar Center for Democracy Support held a workshop entitled (The General Budget of the State and the Requirements of the National Economy). Working papers were presented by the attendees, namely:
- Dr. Haitham al-Jubouri, a member of the Iraqi parliament and head of the Finance Committee in the parliament.
- Dr. Majid Al-Waeli, a member of the Iraqi Parliament and a member of the Parliament’s Finance Committee.
- Dr. Ibrahim Al-Sa’bri, researcher, economic and academic expert, retired from the Ministry of Higher Education and Scientific Research.
- Dr. Kamel Allawi, professor at the College of Administration and Economics at the University of Kufa
The session was moderated by Mr. Zaid Al-Mudhaffar, Professor of Administration and Economics at the University of Kufa, with the participation of a number of intellectuals from academics, youth and government officials.
The workshop discussed the issue of the budget law, many problems and obstacles were diagnosed from the research side, and these problems were discussed by the legislative parliamentary side.
As for the specialized topics identified by the researchers and discussed, they are:
- Mechanisms of reducing operating expenses and maximizing investment expenditures.
- Activating the generation fund in preparing the general budget.
- Maximizing the governorates’ revenues by increasing the revenues of investment projects?
- Mechanisms for moving from balancing items to balancing programs and performance.
- Matching final accounts and budgets and challenge deviations.
- Mechanisms of transition to a free market economy through the budget.
